Across Canada, billions in public infrastructure investment are creating unprecedented opportunity, but without clear standards and accountability, too many Black, Indigenous, and racialized youth remain locked out. 

The Toronto Community Benefits Network (TCBN) is bringing together industry, labour, government, and community leaders to change that.

Through the Community Benefits Youth Policy Table, partners help co-develop national standards, tools, and certification frameworks to ensure that Community Benefits Agreements (CBAs) deliver real, measurable outcomes by connecting youth aged 16–25 to meaningful careers in construction and infrastructure.

This is more than a table; it’s a coordinated, youth-led platform to:

  • Remove systemic barriers to employment
  • Align workforce development with procurement and project delivery
  • Build a diverse, skilled, and job-ready talent pipeline
  • Embed equity, accountability, and inclusion into how infrastructure gets built
